Zero Window in case of huge traffic

Dears,
Now when I'm receiving huge count of requests( for example 100 TpS), I'm returning Zero Window to the client, which means (DON'T send again)
Sample response:
[TCP ZeroWindow] SMPP Submit_sm - resp: "Ok"
Please help to solve the problem.
