Setting PDU fields of message

hi
I am trying to send a binary SMS message with the following PDU field values set
PDU Header: 4
TP-MMS: 4
TP-DCS: 4
How would I set these?
At present when ever I send a message they are set to the following
PDU Header: 24
TP-MMS: 4
TP-DCS: 0
sample PDU that I need to replicate

what is currently produced
