HEX message text received

I am hoping that someone might have some insight into this. I have a SMPP service that is up and running and has been for some time. Out of the hundreds of thousands of SMS messages that are being processed, I am seeing a very very small percentage of them that are failing in my system due to the fact that they are received in HEX format. So while I am getting normal text out of the all the other users, I have just a few users that I am seeing message text of something like this :

31 0A&06 45 6E 63 6F 75 72 61 67 65 20 69 6E 73 74 65 61 64 20 6F 66 20 43 6F 6D 70 6C 61 69 6E&06

As I stated this is a very very small percentage of the users that we are seeing this with, but as the user base grows, it's starting to show up more and more.

Has anyone else seen this issue and have any solutions with what might be the cause of the problem and a solution? Any help in tracking this down would be very helpful.
